What Is a Title 24 Report?+

California Title 24, Part 6 is the state's Building Energy Efficiency Standards — a mandatory set of requirements that govern how much energy new and altered residential buildings are permitted to consume. Before any local building department issues a construction permit, the project must demonstrate compliance through an energy compliance report prepared with state-approved software.

The report documents the energy performance of every major building system — walls, roof, windows, HVAC, water heater, and lighting — and confirms the design meets California's current energy code. Without it, a building permit cannot be issued.

What Is a CF1R Report?+

The CF1R (Certificate of Compliance — Residential) is the Title 24 energy compliance document required for single-family residential projects. It must be generated using CEC-approved software and registered through CHEERS before permit submission. It is required for:

  • New single-family homes
  • Accessory Dwelling Units (ADUs) — detached, attached, and garage conversions
  • Junior ADUs (JADUs)
  • Room additions that create new conditioned square footage
  • Remodels that alter the building envelope or mechanical systems
What Is an LMCC Report?+

The LMCC (Low-Rise Multifamily Compliance Certificate) is the Title 24 energy compliance document for low-rise multifamily residential buildings — any attached multi-unit structure up to three stories. It uses a compliance methodology specifically designed for multi-unit buildings, accounting for shared walls, per-unit mechanical systems, and common areas. It applies to:

  • Duplexes (2 units)
  • Triplexes (3 units)
  • Fourplexes (4 units)
  • Townhomes with shared walls or floors
  • Low-rise apartment buildings up to 3 stories
When Is a Title 24 Report Required?+

A Title 24 report is required whenever a California building permit is needed for residential construction or alteration. This includes:

What is CHEERS and why does my report need to be registered there?+
CHEERS (California Home Energy Rating System) is the statewide energy compliance registry administered by the California Energy Commission. All Title 24 compliance reports must be filed in CHEERS before a local building department will accept them. Filing confirms the report was prepared by a qualified consultant using CEC-approved software, and it is included with every order at no additional cost.
Can I submit preliminary plans, or do I need final construction documents?+
Preliminary plans are accepted. We can begin the energy analysis with early-stage drawings and update the report once final specifications — such as the window schedule, HVAC equipment, and insulation values — are confirmed. This is common practice and does not affect the quality or the final CHEERS filing of the completed report.
What if my plans change after I submit my order?+
Every report includes one free revision. If your plans are revised during the permit process — whether due to a design change, an updated window schedule, or a different HVAC system — we will update the report to reflect the revised documents at no additional charge for the first revision.
Do ADUs require a Title 24 energy compliance report?+
Yes. All ADUs in California — detached, attached, and junior ADUs (JADUs) — require a Title 24 CF1R report before a building permit can be issued. There is no size exemption. Even a studio ADU under 300 square feet requires a compliant CF1R registered in CHEERS.
Do garage conversions require a Title 24 report?+
Yes. Converting a garage into conditioned living space — whether as an ADU, JADU, or living area addition — creates new conditioned square footage and triggers Title 24 compliance requirements. A CF1R report is required before the building department will issue a permit for the conversion.
Do I need a HERS rater in addition to a Title 24 report?+
It depends on the compliance path selected during energy modeling. Some Title 24 compliance approaches require post-construction field verification by a HERS rater — for example, to verify duct leakage, refrigerant charge, or insulation installation quality. The CF1R or LMCC we prepare is the design-stage compliance document. Your contractor or local building department can advise whether your project also requires HERS verification after construction.
What is the difference between a CF1R and an LMCC?+
Both are California Title 24 Part 6 energy compliance documents, but they apply to different building types. The CF1R is used for single-family homes, ADUs, and JADUs. The LMCC is used for low-rise multifamily buildings — any attached structure with two or more residential units up to three stories, including duplexes, triplexes, fourplexes, and small apartment buildings. The LMCC uses a different compliance methodology that accounts for shared walls, per-unit mechanical systems, and common area energy use.
What if I receive plan-check comments from the city related to my Title 24 report?+
Every report includes one free revision.
