With small heating and cooling loads, the energy budget in Zone 6 is tight in absolute terms, and water heating and ventilation make up a larger share of it. Heat pump water heating, reasonable window area and glazing performance, and a properly sealed duct system often decide compliance. Cooling still appears in the model, so large expanses of west-facing glass can work against a design even this close to the coast.
