Short answer: Title24Comply prepares Title 24 energy reports for projects anywhere in California. Ordering, pricing and turnaround are the same in every city. What changes from place to place is the project's climate zone and the building department that reviews the report.
One Statewide Code, Many Local Details
Part 6 of Title 24, the Building Energy Efficiency Standards, is a statewide code adopted by the California Energy Commission. A Title 24 report for an ADU in San Diego follows the same rules as one for an addition in Sacramento. Because everything is handled online, you order the same way wherever the project is. You upload plans as a PDF, pay securely and get a permit-ready report by email, typically within 2–3 business days. Pricing starts at $199 for ADUs, $245 for single-family residential and $345 per building for multifamily. Details are on our pricing section.
How Location Affects Your Title 24 Report
Location shapes a report in two ways:
- Climate zone. California is divided into 16 climate zones, and the project address or ZIP code decides which one applies. The zone sets the energy budget the design has to meet, and it changes several prescriptive requirements for insulation, windows and HVAC. A mild coastal home and a hot inland home of the same size can need different measures. See California climate zones and how climate zones affect a Title 24 report.
- Local plan check. Your report goes to your local building department with the rest of the permit set. Each jurisdiction has its own submittal process, and some ask for corrections in their own way. Two revisions are included if plan check comments need a response. See acceptance by building departments.
Find Your Region
Start with the broad half of the state. Southern California covers the coast from Ventura County down to the border, plus the Inland Empire and the desert. Northern California covers the Sacramento area, the Bay Area, the North Bay and the northern Central Valley.
Next, pick a regional hub:
- Los Angeles County: Los Angeles, Long Beach, Pasadena, Glendale and the surrounding cities. Coastal Ventura County cities such as Oxnard also have their own pages.
- Orange County: Anaheim, Irvine, Santa Ana and the coastal and inland OC cities.
- San Diego County: San Diego, Chula Vista, Oceanside and North County.
- Inland Empire: Riverside, San Bernardino and fast-growing cities such as Corona and Temecula, plus Coachella Valley communities like Palm Springs.
- Central Valley: Fresno, Bakersfield, Stockton, Modesto and the smaller valley towns.
- Sacramento Region: Sacramento, Elk Grove, Roseville, Folsom and nearby cities.
- Bay Area: San Francisco, Oakland, San Jose and the Peninsula, plus North Bay cities like Santa Rosa.
If your city has no page of its own, you can still order. We prepare reports for projects in every California city and county, and the climate zone comes from your project address. More on this at Title 24 near me.
